Her purpose is to give us an idea how Exterminators think/have raised to be - strict, loyal, militaristic - and also show us that they too, have good people and not all Exterminators are just flat evil minions of Adam.
Not everyone in the cartoon has to be Angel Dust, is okay for some characters to be "boring".
