$360K/episode would be $700k/episode today. There are definitely animated shows with bigger budgets today that look substantially worse. Though, I guess $700k/episode would be huge for anime.
TMS worked on Batman:TAS, which was hugely popular. They wanted an in-house equivalent so they could make more money off it than just a service animation contract. Cybersix was meant to be that.
To be honest I don't care that much about the story, setting, or plot, but just the art and animation. Holy hell it's so detailed and so god damn SMOOTH! It's literally anime movie tier.

IIRC, from a video documentary, it was mentioned that the animated tv series was some rich dude's dream project cause he was just a fan of the comics.
Shame they didn't continue it then.
The second season was already greenlit but they had conflicts with Tokyo Movie Shinsha, so shit got cancelled.
