there are colonies but they're in early stages and far from existing long enough to develop a sense of independence from Earth, they're little more than glorified space stations even though it seems the people in charge of them have a fair degree of freedom from Earth's oversight. In S2 they were used by A-Laws to dump inconvenient minorities, for example.
But they're not very relevant, primarily because the show takes place in the equivalent of what would be early years/decades of universal century, too early for any divisions to form on the Earth/Space line. That was Aeolia's plan - handle this shit before humanity properly settles into space. Not just before first contact with aliens, but before there's genuine risk of interplanetary warfare.
