Because she's the antithesis of Victory's themes. She's a crazy woman as opposed to a doting caring mother like figure like the Shrike team, Marbet or Maria.
Something was always wrong with her, when she first sees that the LM is mass-producing Gundams she more or less says their the same as Zanscare.
She loves Usso at the start when she thinks he's a poor, helpless boy that needs her help. When she finds out he's the nightmare of Zanscare and can look after himself plenty, she feels betrayed by him not being adorably helpless anymore, so she wants to bring him down.
Katejina feelings for Uso never change, that's why she can't kill him. Newtypes are people who transcended spiritually and have another kind of sensitivity. Their imperatives, from a deontological point of view, are vanished and their internal conflicts are magnified. That’s why she’s crazy. Because she blames the person she loves for her misfortune, but even in those circumstances she puts her feelings before her life and happiness.

This idea comes from the Novelization of Victory which was also written by Tomino where it says she was turned into a Cyber Newtype so it may have gotten cut from the anime iteration.
