          Well you see anon, this techinically true but won't hold up because of how comic book writing works. In the marvel hand book way back in either the late 70s or early 80s they describe Black Bolt's powers as "quasi sonic" and listed a bunch electron shit to explain what is really going on. That Quasi simply means like something but not actually it. This was done to explain why he can't talk. Under normal circumstance Black Bolt would need to speak normally to talk but from the start kirby had any use of his voice be destructive without giving a reason why. But since its Quasi athat gives artist free reign to draw it like sound waves and writers free reign write it like sound attacks because it is sound like. It does go both ways so you occasionally get stuff like Black Bolt using his powers in space.

          tldr: They tried to explain his powers but didn't put any set rules when they did it
