The joke with Nosferatu is that instead of reacting with fear and terror like they did throughout the episode, they treat him as if he's an adorable prankster whose practical jokes are a regular occurrence. Even the guy applying for a job acts like he's used to Nosferatu's jokes, implying this happens throughout town and everybody's used to his antics. Nosferatu even smiles, as if he's saying "I got you good with that prank!" showing that he's non-malicious.

The joke with Nosferatu is that instead of reacting with fear and terror like they did throughout the episode, they treat him as if he's an adorable prankster whose practical jokes are a regular occurrence. Even the guy applying for a job acts like he's used to Nosferatu's jokes, implying this happens throughout town and everybody's used to his antics. Nosferatu even smiles, as if he's saying "I got you good with that prank!" showing that he's non-malicious.

I love season 3 but if you go back and compare it to a season 1 episode, the movie or even some early season 4 episodes it's easily one of the blandest animated seasons of the first 3.

Visuals were never the strong point of Spongebob; it was always the writing and the way it timed/edited gags and detailed-panels.
Even Ren and Stimpy was less ADHD-inducing and more subtle, here it just feels like they just throw shit at a wall to see what sticks so the wacky faces fall flat.

Non sequiturs like this only work in cartoons if they are live action.
The gorilla, Hans the hand, Nosferatu, etc are all live action or mixed media. The change in medium tells the viewer the writer knows this is nonsense without being visually jarring.
