Women possess the ultimate social credit card: The ability to reproduce, and are naturally more social than men, so they're better at improvising and making shit up ad hoc than men. Lacus is much like Flay. Lacus has no plan, only a desire. Except that desire is entirely malleable. Its not fixed, and instead defined as "whatever the labeled antagonist wants, I want the opposite". She's better with crowds than Flay while Flay is better in bed; hence why Kira sees Flay in Lacus, only to be cucked by orphans in Destiny.
Compare them both to Rau, arguably their anti thesis. He is a man, sees the big picture, and one of the best Machiavellian schemers in Gundam - definitely the best in his universe and it isn't even close. But he's also got short telemeres and is probably a virgin. This represents how he is not only the anti-thesis of Flay/Lacus, but of women in general, as he will live a short life, cannot/does not take actions that can bring about new life, but seeks death for all and almost achieves it.

He'll avoid killing men like Yzak who slaughtered innocents in one episode, then later one, kill the crew of an entire ship with one fell swoop of his METEOR without hesitation.
