Wrath of Khan. Duh. Best battle, best music, best villain, best uniform, best meme, emotional rollercoaster. This movie was mimicked time and again in later Trek movies but non managed to equal it.

where is the actual science fiction in wrath of khan. where is the use of technology to change a fundamental aspect of the human condition in a way that leads to the problem (an allegory for a current day unsolvable/difficult-to-solve problem) to be solved through ingenuity and open-mindedness?
it's a schlocky action film, fun, not really the best example of trek.
