Idiocracy went with the easier way to wave off who gets it all started (listen to the narrator and ask yourself why he is saying any of it as they blame Clevon), since it is a movie meant to be entertaining, the story needed restructuring to NOT appear to be Marching Morons (10% difference, holla up!).
But it did retain the basic stuff from the short story, but you have to look close. It's the reverse of the short story on how it is presented. In the short story, protagonist is baffled by the actual morons running society (and who ran it up to that point he went to sleep), and in the movie, it's not about the actual morons but "we live in a society of morons" that apparently just went downhill. Joe Averageman then becomes the good guy in the movie, which is backwards from the story (everyone is a moron, but there are levels of moronicity).
Judge does wisely keep the scientist part at the beginning, but swaps in the military for it. Like I said, it's dumbed way, way down from the story. And it works just fine for that.
I wouldn't mind an actual fairly strict adaptation on the screen.
The Idiocracy universe must have had self sustaining AI. That's the only way the cars, TVs, etc could still work despite the population being too dumb to tie their shoes. This is a likely outcome if AI becomes self sustaining. The population devolves into a permanent useless blob. If AI doesn't become self sustaining then we will probably have an epic collapse and have to start over from iron age level technology.
