Kind of. Mary Kay Wendy, AKA early Wendy is known for episodes like from the episode Tom's Rhinoplasty where she goes full yandere and kills a woman so she can have Stan all to herself. She's generally a lot more "lovey dovey" and sweet towards Stan back then, with occasional moments of wackiness like in Tom's Rhinoplasty. After Mary Kay's passing, and she had VA changes, Wendy's characterisation also changed. She was less sweet and lovey dovey, and of course would never see as crazy characterisation as she had as a Yandere. Instead you get plots like in Raisins where she breaks up with Stan, and is mostly just sort of there, present in the episode but not really prominent or showing a lot of personality. Then in the middle seasons you get her personality shift to more of a female Kyle/Stan, an everywoman who is also socially conscious about things. She becomes a bit more of an activist like she was in the movie here, and you get some of those iconic Wendy vs Cartman episodes like Breast Cancer Show Ever and Dances With Smurfs. Interestingly in the most recent season they had her regain some of her more lovey-dovey aspects when she fell back in love with Stan when he was using an AI to respond to all her messages. So maybe we will see more romantic Wendy in the future if they keep using her often.

She is based off Trey's old girlfriend, back when he still loved her. Even Stan's vomiting habit was based on Trey's own nervous romantic experiences with her.
Cartman's prostitute mother Liane was actually based on Trey's girlfriend after she cheated on him, so both characters are inspired by the same person in Trey's life just from different parts of it with different perspectives.
I've heard he's made amends with her though in the past years which might be why he's toned down Liane's crackprostitute tendencies recently.
But yeah, Stan and Cartman are Trey's self inserts and Kyle is sort of Matt's self insert and Kenny is Kenny. A lot of the stuff they established in South Park in the beginning was based on their own lives growing up. As you mention Wendy was a lot better in her first couple dedicated episodes, but as time went on they didn't really have much use for her besides when they needed someone for a female perspective in an episode in which case her personality changed to fit those kinds of stories.

Wendy was definitely a lot more charming back then than she is now. Nowadays I find Liane, Heidi, and Henrietta to be WAY better characters than her.

Her character arc was great, it definitely showed me that under the right circumstances Matt & Trey could actually make a compelling female character. It's a shame she reverted back to background character status again, but maybe that's for the best considering what she'd been through.

I think Wendy works best in the episodes where she's a foil to Cartman, Breast Cancer Show Ever, Dances With Smurfs, both some very fun episodes I'd say. A lot of her moments in other episodes aren't as compelling though.
