      Basically this.

      Even the Warriors crew were split about the whole Underground Government thing.
      The little guy echoed their own suspicions about having anybody over them as an unquestioned authority once the "high table" was established.
      And their "Odyssey" getting home just showed them how a new power paradigm could easily turn on them.

      You're not just fighting one rival gang, you have to fight all of them under this new regime if someone fingers you for whatever act (real or faked).
      This is how gangs lose turf (and people lose their nation's sovereignty) when they sign up to deals like this.

      You sign up to the UN, because you want to see peace and love etc. Open up some economic opportunities. But then the UN tells you you gotta take half the 3rd world (erasure of identity and history). When you say no, you're now fighting the whole world. And everybody else is all in, because the UN has basically guaranteed you get a cut of the pie if you do. "Take down The Warriors and their turf is yours". As the chick on the radio pretty much said.

      Do that move a few more times and all the big players are gone (along with the smaller scrappy resistant hold-outs) and only the UN (Cyrus or whoever comes next or whoever he really answers to) sits at the top of the pile. A rootless free-floating authority that decides who is today's target for organized invasion/looting/turf take-over.

    Man that Blu-Ray version with the added in shitty "comic book" scene transitions really ruins the watching of the movie. They even take the ending where they're walking along the beach and turn it into a shitty freeze frame with the shitty filter put over it. We understand this is based off a comic book, we don't need the literal comic book shit. The first Hulk movie proved no one wants that shit.

      Honestly, yeah it is. The first half is the gang's rise to prominence, which leads to the events of the movie. Also a mission for each gang member on how they joined up. For a movie licensed game, it's surprisingly good.
