Mainly? it was made on a much smaller budget. less than 10% of the second's budget. I like it though, it does a lot with a little. You just get these little hints that society is on its way out. It's not a wasteland but you get the feeling it's not far off, like the police force essentially being on its last legs and barely able to keep up the pretense of being in control. It doesn't really have big visual elements to say "everything's going to shit" but you get a strong feeling of how fricked the setting is.
Of course, people who started with MM2 are gonna be disappointed by the fact it's more a revenge story with a sprinkling of post-apocalyptic elements rather than a full-on wasteland adventure. The villains are great though, toecutter and bubba zanetti
