Honestly don't get the issue with him giving his step-family powers except that they are generally such nothing characters. But that is the real issue.
And Captain Marvel Jr. and Mary and Hoppy, etc.

They have distinct personalities and are fun interactions. The issue is entirely that they’ve had barely time to get any kind of development or focus because minimal amount of comics with them being published plus editorial/writers keep depowering them so that only Billy, occasionally Mary, get to have adventures. It’s fricking dumb.
I was more interested in what the writer was cooking in the last issue of the Johns run where Billy and his teacher were flirting.

It went right? because the movie is based on the worse Shazam reboot with the best part being movie original the sequel was underwhelming and now we are stuck with this version in comics.

Ordway had him wake up in modern day after being stuck in suspended animation. Before that he was a young neo-nazi who was given Captain Nazis powers and costume by a neo-nazi organisation.
It’s not particularly difficult to re-introduce him. If you want you could even say he was originally from Earth-X brought to Earth-1 by Shazam magic shenanigans. Hell, make him be an alternative world nazi version of Freddy while you’re at it.

Had he stayed in Marvel he'd have saved She-Hulk like he saved Flash (before Morrison ruined it), the JSA, Green Lantern, the Teen Titans, Shazam, etc.

Captain Marvel/Shazam has always had its fans
I don't think Johns is the one who brought him back to relevancy in the same way he did with Green Lantern but I think just from his sheer momentum as a prolific writer for DC they saw it natural to use his version of Billy
