    Streaming services provide content in bulk for a monthly subscription fee and, depending on the platform and subscription level, commercials that you can't change the channel on. Harley Quinn never had to survive on its own merits since it was just another show you get in bulk on DC Universe and then later on HBO Max. Without having to compete to make a better product the creators of the Harley Quinn show were free to lower their standards and when called out on it were also free to antagonize their critics.
