They aren't that big
The Spot was never D-List. C at the absolute worst, and even then, not really.
The guy has only one other arc/comic around him besides his introduction.
90% of the times he's in the background or a very minor role alongside other villains pulling a heist.
I think he worked with Tombstone once where he immidietly gets killed after helping Tombstone escape from prison. Or maybe it was Hammerhead, it's been a while.

Shocker is more b list isn't he? Idk anything in the comics but he's seen a number of appearances in games and cartoons.
I would say that Shocker is at the very top of the C-list, or maybe between tiers. The way he's usually written i don't think he's solidly B-list despite his frequent appearances and fan-favoritism.
I can't really explain because supervillain status isn't really an exact science but that where I feel he fits.
Shocker is kinda weird is that he tends to show up often enough but is usually treated either as a joke or as a very minor villain.

Also I never got why Dread Knight wasn’t a Fantastic Four villain. The idea lends itself to them.

Crimson Dynamo but with the Gennady Gavrilov design and he is a super genius like tony who he hates him because they are on two different political spectrums (Communism vs Capitalism)
Third Dynamo was awesome but his arc came to an end. Iron Man’s comic was one of the few major ongoing where the story really did move forward and progress.
