I suppose he doesn't have a technological hero. Sure, you have a guy like Freeze who's gimmick is that he has a freeze gun, but Batman doesn't really have, like, a robot villain? A guy who's constantly upgrading himself with crazy new tools and hacking into things and stomping around. A Cyborg, essentially.
There could be a nice little bit of comparison with Batman always having a tool for the job or developing one whenever he needs it.

here's my two ideas
A) a daredevil villain who comes in wacky vehicles whose biggest threat isn't his quirky but dangerous limo called the eLIMOnator, it's his balls and utter lack of self preservation mixed with his uncanny luck
B) doctor moreau kind of villain that's like a red equivalent to poison ivy, but instead of being genuine he does not give a shit about animals and also he has them turned into half-human monstrosities as his henchmen, loves committing animal cruelty, and made himself into a 10 foot tall abomination against god with some of the best parts of every animal ever

Most of them have some sort of medical, mental, or societal disorder that they embody to various degrees. I think all the major ones have been done.

I can only think something like a business rival for Wayne Inc. and Batman itself thats also a villanous figure. Someone who can pose as legitmate while doing shady shit in the background and its pretty hard to take down because his public image is popular.
