He prefers to marry his daugther to a Harkonnen (despite he despises them) cause he knows they cannot revolt the Laandsraat agains him... but he never liked the idea. He did consider to marry Leto to his daugher very seriouslly; and if Irulan would have been born when Leto still was young, without polliticall influence and maleable, he migth have blessed the union, that's why i think he laments Irulan been too young.
