I would say Buffy seasons 1-3 were the best. After that, it sort of fell off. Angel improved steadily, right up until season 5. Season 5 was a grab bag of mediocre and excellent.
Buffy season 3 is something else.
I went thru them all recently with my kid and every other episode in s3 is a stone cold timeless classic.

I think Seasons 2+3 are my fav, 4 is my least favourite, but I still like the later seasons.
Some even prefer the later seasons.
Season 1 starts off a bit meh for a lot of people, but I say it's still worth binging.

But you have to remember, these characters are a bunch of teenagers who already struggle with social relationships. Also, recall that Joss Whedon pretty much invented the inappropriately timed pithy joke to break the tension formula. At the time, such banter wasn't really the norm - in other shows, most of the time, characters simply communicated, often times merely saying what they mean, instead of routinely using 15 words when 3 would do.
Buffy starts out as a teen who struggles with living a normal life because of what she is. And the show is very much a teen drama in many places. But as the characters mature, so does the show. The spinoff, Angel, takes a more mature tone from the get. The Whedon-style dialogue is still very present, but it's toned down to manageable levels, and the more mature tone and atmosphere makes up for it.
Give it a shot, anon.

TV didn't really get good until HBO started making things like the sopranos.
Outside Buffy/Angel, X-Files, Trek, and obviously Twin Peaks, there's not a lot from the 90s.
malcom in the middle, the first two seasons makes me feel like it's 2002 all over again.

I mean, it is what it is. It has breasts and the first season has hilariously bad special effects, but they get better in later seasons. Most episodes follow the same formula. The bad guys can conveniently teleport so that for the final battle they can just appear in the house and then the witches throw a potion at the guy and chant something about the power of three and then the bad guy dies. It's silly entertainment, would recommend, but I don't think it's as good as Buffy.
literally everybody but the sisters can teleport in this series. it's by far the most common magical power and since the sisters don't have it in later seasons every supporting character has to taxi them around all the time.
seriously, there are more teleportations in Chramed than in all Star Trek series combined.
