They should have lifted the Storm 3 ending. Naruto breaks Obito’s mask, he retreats with Madara, and the war ends. We should have gotten a breather arc, an arc where Naruto and Sasuke defeat Obito and Madara, and then the final Naruto vs.Sasuke fight.
Rolling everything into one long continuous battle was terrible but I’m sure Kishi was under pressure from SJ and was tired.

The overarching plot of the world of one piece is that the world is under the control of a totalitarian government that changes and lies about history and enforces their rule with the world governments army. The ostensible rulers of this government are a small group of families that declared themselves descendent from God and of a different race than other humans. They’re mostly a bunch of fat dysgenic decadents and are actually ruled by a small group of them that are competent and powerful who in turn are actually serving some ancient malevolent entity we don’t know much about yet that is trying to steer the world towards something that is also currently unclear.

Though it’s clear that there are plenty of characters in this position that if they were more keyed in to the actual goals of the thing they serve, they wouldn’t feel like they’re doing the right thing anymore.
So you could say the villains indoctrinate their subordinates with the concept of Tikkum olam, but frankly at that point I think your trying to force the israelite analogy was too hard.
And also whatever summary I gave you above is about the extent of what someone like you would consider “based” from the series. It also contains a literal island of cross dressers and transsexuals and they’re part of the good side, along with numerous allegories for slavery so don’t go getting yourself too excited.

Devil Fruits work in a way that there's only one singular instance of a fruit type at a single point in time and only one user can consume that particular type of fruit. The fruit then integrates into your body and doesn't regrow naturally until you die at which point it blooms somewhere in the world randomly for another to consume it. If you eat more than one fruit, you die. The WG has sunk infinite resources into learning how these things work including an entire branch of scientists specifically put together in an attempt to create artificial fruits, some of which were successful. So, I guess if you were strong and influential enough and had eaten the Hormone Fruit, you could essentially create and army and force the entire population to transition. It just happens that the current user of this particular fruit is working with the revolutionist opposition.
