Most people wouldn't interpret their relationship as romantic, more like siblings who annoy each other, or colleagues that don't really like each other, but we see how they come together to form a greater being, a fusion of their individual selves into something stronger. Garnet is actually one of the only fusions with a romantic vibe, most others are different kinds of relationships.
