People will always form cliques based on mutual interests. In prison that's called a gang. You can't regulate away human behavior unless you lock them all up and keep them separated

That's how prison works everywhere. There are the guards rules and there are prisoners rules. The gangs or cliques create the prisoners rules and enforce them through violence
On principle, sure. But by putting incentives and disincentives up, you raise the bar on infractions that make violence worthwile.
As in, snitching gets you beaten up, but hanging out with other races gets you uninvited from the group (bu not shanked).
Decent living conditions, control and lower inmate numbers lower the risk of extortion.
