The concept will work better if Billy still goes through slapstick, maybe Billy is continuously tricked by Grim and Mandy tries to help Billy get back at Grim
That sound fun actually, billy maybe tough as we see in eps like the DnD fighting monsters but here Grim would push his limits. I do feel the dynamic maybe a bit more interesting like this as well. Billy being the dominate/sardonic/mean one would be fricking terrifying. He's was already the strongest character in the show, giving him a personality that isn't "weak willed moron" is a surefire way for him to be the villain.
