      This is because of the type of lens they used, which is a very high end lens popular among “premium” productions.
      Basically it's a sign you are using an extremely expensive lens that impresses other cinematographers and makes them goon like crazy but makes general audiences think the image looks like shit.
      The most popular lenses for this right now are the Arri DNA lens and Arri ALFA lens. Lens equivalent of a gaudy ass watch that barely works but costs a fortune.

    could be lens, could be something similar to nvidia's multi re shading which designates different sections of the picture to lower resolutions to save performance, in this case save space and bandwidth

      Both Fallout and Shogun were mostly shot with Hawk Class-X anamorphic lenses. They're a well-known set of lenses for achieving this exact effect.

      It's a side effect for bad quality anamorphic lenses. The edges of lenses glass are usually less polished. The lens makers work around this by making the glass larger than usual, so the camera sensor only sees the middle part of the glass.
      The wider focal length you do, the harder this will be to work around.
      But this imperfection is attractive to some, indie filmmakers love it, because it adds "soul"
      And the lenses they use are mostly anamorphic projector lenses, designed for projecting film in a cinema.
      You put that lens in front of a regular camera lens to get a cheap alternative to anamorphic shooting.

      Again, these imperfections is sometimes wanted for the visionaries look. But the visionary can sometimes get a huge boner for the imperfections and doesn't realize it takes away from the scene/movie itself.

      Just look at Snyder, he went full boner for very shallow depth of field. You can see how it fricked up many scenes, but he was enamored with the look and disregarded it for his own pleasure.

      Not quite. The Hawk Class-X anamorphics are a modern set of lenses specifically designed so that cinematographers could get this low-fi blurry edges aesthetic. It's quite literally what these specific lenses were designed for, although what you're saying is also something that people do with other lenses.

          instead of composing a shot artistically so it draws your eye, modern film/tv makers blur the tops and bottoms of the shot in post, so you focus on what they want you to focus on because your brain naturally, without you thinking, does it for you

      Like japanese tv shows, 60hz, everything in focus, they can't be saved.

      It's crazy how the market blew up once people caught into projector lenses, so I can see why they made new lenses.

      That looks like post, usually used for "memories" or re-enacting a scene in the characters past.
