He literally funds the police, education programs, social programs, gives jobs to former criminals, and offers to help villains like Mr. Freeze using his connections and personal finances. Batman also solves active murders and organized other crimes when he's not having to beat down a superpowered villain.
As a Hero with impact and objectively making society better, Batman is the best.

He has a plan to put down everyone for his own safety and sees Gotham as a vague ideal and his mission as a vague concept where he tries to stop any for murder and loss.
Happier batmans tend to let more people in and work better on teams. The joy of Adam West batman is found in the happiness he finds in his friends and helping others.

The degree of mysticism involved in batman's arsenal varies with writer and plot, sometimes he goes full on league of shadow magic ninjutsu and sometimes he sticks to fisticuffs.
