i dont think the movie was intended as a satire or imagining of the book. as i said the movie doesnt deal with the plot of the book at all. the audience of the movie was teenagers and early twens in the late 90s. a demographic that never even had heard of the book and just wanted another alien scifi movie. and thats exactly what they got.

Violence is inherent to government. Even in peaceful times the state has the authority to tax the populace and punish criminals. In their world, the only people who should be allowed to wield that force should be willing to lay their lives on the line and experience it first hand, rather than make life-and-death decisions from a place of naivete and detachment. It's stern but at least the people voting "yes" on a war are the ones who are actually going to fight it.
Another method would be to make suffrage universal but also do universal conscription. The people who fricking hate violence and war can then push back against it with votes but you filter out the lily-livered draft dodgers and cowards.
