Once I pulled up the old usenet conversations myself, I found they had a link to a personal .cjb.net site, and then it all clicked into place. They actually ran a moderately successful Hey Arnold! fansite that I had in my bookmarks on an ancient computer and was able to dig up the address for.

One mildly interesting thing I remember is that Kim (going by Phoebe at the time, and semi-well known for being into the Helga/Phoebe girllove scene) had strange access to Craig Bartlett himself for a series of interviews. She was very open about having his private e-mail address, which seemed odd at the time, but digging through their livejournal ( https://unluckystunt.livejournal.com/2003/04/02/ ) hints at them being at least moderately involved in college art classes, so maybe that was somehow the connection? Who knows.
Anyway, they're still around, barely. They posted on their deviantart (also unluckystunt) once or twice when The Jungle Movie was announced, so, as already said...

Yep. The etymology of calling gay fanfics "slash" was because the fanzines had to write "K/S" at the top to warn everyone it was gay bullshit or all of the non-fujos would send angry letters.

I was aware of that, but didn't find it entirely comparable given Hey Arnold! was a cartoon for children, and had primarily child characters. Would've been confused as to why anyone would want to lewd it

For western kids' cartoons the 90s does seem a little early for that kind of content but in Japan actual child-oriented anime had a booming coomer doujin industry going back to at least the early 80s if not the 70s

Ever heard of Agony in Pink? It's a Power Rangers torture fic from '94. It really wasn't a shock to me since by the early-ish 2000s I was personally involved in the world of toon porn, but nevertheless it's weird to think of how when I was a kid watching Power Rangers, there was some dude out there several times my age watching the same show... as he wrote his dumb little fap story. Or how when I was watching Powerpuff Girls, kthanid was making his MSPaint doodles and Hayato Sakamoto was drawing his Puffpuff Girls doujinshi

How different where things back then? The rule 34 content from that time has a very different feel from most of what is coming out now. Like, I get the impression it was more common for artists to do e-girl/shota casually, now it's usually either artists who are too afraid to get cancelled over it or artists who make it their whole brand.
