All I can say is the seeder/leecher numbers shown on the website almost always matched what I saw in my client. That sounds like up to date info to me.
Public trackers will always be a thing. We go through this whole song and dance routine every time a major tracker goes down. TPB, KAT, isohunt, demonoid, RARBG...
In the coming years one public tracker will gradually rise above the rest and become the dominant tracker that most people congregate towards. Then it'll die, and the cycle will begin again.
You save the .torrent file, load it into Ratio Master, make sure you limit the upload speed to something that doesn't make it obvious and make sure you're seeding something that has leechers.
What it does is it fakes your upload rate without actually having to upload. You can run it at a low speed for a certain amount of time and the tracker will think you uploaded that amount of data.
Just don't be a stupid frick to forget about checking all the settings before you start uploading 10mb/ps and red flag yourself.

There is however one where even when seeding 7 torrents you get 0.5 points an hour for uploading something over 100gb in size, and a mere 0.1 for something of around 10gb. Combine that with needing 500 points for a mere 1gb upload exchange and you end up with a system that is not exactly accessible unless you purchase a seedbox.
Sure I have 7 things being seeded but after 3 years of every day seeding I only managed to gain 2k in points which is fricking nothing.
If you're implementing an economy then you have to make something that actually rewards you to seed, because otherwise just terminate it altogether and tell people to use a seedbox right from the start

A group of trackers all managed by one guy. They're not regarded particularly well. Low-tier trackers, which makes sense, because the higher you go the laxer the rules get. Almost all the top tier cabal trackers have no H&R rules, some are ratioless, all of them have easy bonus point systems in place, etc. AZ is the one single tracker out of the Z group that is worth getting however, it's basically the best for Asian cinema no contest.

Bro Z sites have a lot of free leech in exchange. Also take a look at unfilled requests, I have like 100k points on all of them simply because when I joined up I took a look there and filled a bunch for loads of points I'll never use. Might be hard if it's your first tracker though.

You need a big site where most users and a couple decent encoders flock to, to get the torrent swarms going.
