I think GRRM has enough tv writing experience to understand the process and demands made of the creators and doesn't take it very seriously. Then again he seems a bit detached from it all these days

he has some quote circling around that he initially considered making the Valyrians black and Targaryens black conquerors of Westeros but I don't really believe that and it's just him pandering

I suppose it's possible, I've always thought the setting comes off as being the setting from one of his roleplaying settings when he was younger that was probably worked on for years as there's hints of other things that I doubt will ever come up in the series.
