I think there's two reasons the last Bond films for each actor tend to suck. One is that, by that point, they're usually phoning it in, disenchanted with the role, and perhaps too old as well. The other reason is that if the film turns out to be naff, it's a good reason/excuse for Eon to turn around and say "we want a new Bond," thus making it that actor's last one (and they'll probably agree if reason 1 applies)
They're not entirely separate reasons, they kind of feed into each other a bit, but it's the way I see it. There's a couple exceptions: >Dalton only had his two movies and was keen (and contractually obligated) to do a third, until the legal behind-the-scenes bullshit kept dragging on for years and he eventually just left the role out of frustration >Brosnan wanted another movie after Die Another Day and had been told by Eon they'd do one with him, but was then essentially fired over the phone

Aside from the issues that plague the entire Craig era, a reasonably competent spy thriller, even if it's not especially James Bond. Certainly watchable

I think OHMSS is a mixed bag. The cinematography is excellent though. It's a very nice looking movie even if some of the editing in the action sequences is grating. It's probably my favorite Bond movie along with Skyfall in terms of how it just looks, and it's a lot less flashy about it than Skyfall so it feels more impressive.
