2020's is a big more complicated because the channel is pretty fricking dead
Actually in terms of theme, setup and Humour id would say Flapjack is CN's SpongeBob as they're both seafaring/pirate/nautical themed shows with a goofy main character who has a trademark laugh along with both shows having gross-out close ups every now and then.
They never really had a specific mascot that lasted for decades, they've had a lot of different ones depending on the era.
In the 90s, it was probably either Dexter or the Powerpuff Girls.
For a time in the mid-2000s, Fred Fredburger from The Grim Adventures of Billy and Mandy and Cheese from Foster's Home For Imaginary Friends were promoted to "mascot" status, despite being minor characters in their respective shows.
The late 2000s were sort of a directionless time for the network that was without any real standout hits, but I think the one that came closest to real "mascot" status would probably be Chowder.
In the first half of the 2010s, the "mascot characters" were unquestionably Finn and Jake from Adventure Time, but from 2015 onwards the cast of Teen Titans Go seem to have filled this role, and they continue to be the network's signature characters today.

Doesn't matter, fact is that TTG has long outstayed its welcome and at one point made up 50+% of the channel's programming block.

There's no question that TTG played a major factor into how CN is operated today.
