the problem with streaming is that they can't. their premium cable-networks don't have that much original content (that's why they play reruns of movies most of the time), and it'd cost too much to make more.
subscriber-churn would skyrocket if the services were only premium content, since there's so little of it and there'd be no reason to have an annual sub. sure the cheap garbage content is just that, but the streaming companies keep it there to give customers something to watch (more content = less subscriber-churn).
