Long story short, he's Phantom-One, don't remember his real name, he's the son of one a villain couple that GM killed, so he took him and rigorously trained him as his sidekick.
He eventually "died" as these sidekicks tend to do because he didn't follow orders, but he didn't actually die, and later on, he came back angry wanting to kill GM, Clownhunter was all like >nooo killing is le bad or whatever
And I think Phantom just fricked off and joined Stormwatch after that, that's where he meets Rose.
I don't think he does, not while he's part of Batman Incorporated at least.

I'm pretty sure he's only been in the first arc of the latest Batman Incorporated series, and the Stormwatch story of the current Brave and the Bold anthology, if you're interested in actually learning about him.
