DC should lean more into its characters having areas of expertise. As of right now I think the only undeniable one is Ivo being the best at robotics. I guess the Atoms are supposed to be the "physics" guys, but aside from that everyone seems to be just generically super smart. The Superman/Batman comic recently had an issue where Ted was presented as a "chemist" (following Batman's instructions) so I guess there's that too.

If Batman is so smart, why does he need to beat villains to solve problems? Surely he could devise some other method to fix his city (probably applying his money), but he still doing stupid things like this like cape crusading. The obvious conclusion is that his comic readers wouldn't accept a more intelligent take on the character, but I refuse to believe this because it would be the same thing as saying that comics are for children. I don't think Terrific is anyone's favourite character. My favourite "smart guy" in DC is Ray Palmer. Still, there's a serious lack of interest from DC editorial to push these characters as smart when compared to Marvel, which constantly goes "Reed is the smartest. If not him it's Valeria. If not her then the new black inclusivity "smart" child, Moon Girl.

Lex and it's not even a question due to the nature of comics. Lex has come up with inventions and idea's that have lasted into the future because even the dumbest writer can write that sort of thing because it's all fictional science and logic. Batman's intellect typically involves him getting one over his opponents, the problem with that is that it's more grounded and we can see that these intellectual moments are really just the writers making the other, supposedly smart characters, exceptionally dumb.
Technically, Batman is, but he doesn't apply himself to the sciences. DC says it all the timehe could accomplish anything he puts his mind but he's singularly focused on fist fighting the mentally ill at night.
With Lex the richer and better written he is the dumber he is.
Lex is smarter, because honestly that's all he has. He basically maxed out his INT stat, Batman still didn't go all the way with INT because he needed STR and STM and AGI... he's well rounded.
