Because any superbeing that fits into the superman hole is a superman clone. You are probably thinking about superman parodies and homages as the only valids ones and that's not true. Manhattan fits it even if his super power isn't the exact same as superman.

So as to say most universes have some kind of version of "Superman", and Doctor Manhattan would be the most comparable parallel in terms of group dynamics for his universe.
