I don't want any of my favorite characters to have ongoings because they're always fricking atrocious.
the sooner these characters are public domain the better.
If comic characters were public domain we could live in a golden age of superhero films; no more focus-tested, uninspired, soulless/sterile crap; far more vision, passion, and creativity.
Films on par with “X-Men: Days Of Future Past”, “Logan”, and “Batman Begins” would be far more common (and we’d get unique stuff like the Leto Joker and the Eisenberg Luthor more frequently) (even if you don’t like those versions you have to admit at least it’s interesting to see director’s unique versions of those characters and leagues above the sterile, focus-tested crap.)

32-40 printed titles seems fine. That is basically 8-10 books per week. But also keep around 30+ more web-only series.

Is fine. But I'd add more team up books. And stuff like Swamp Thing, Animal Man, Batgirl, etc. should not be ongoings, but just limited runs that go for anywhere between 10 and 60 issues by a single author.
And add more team books and less solo books. For starters, the JLI needs a revival with a rebrand so it no longer confuses people with the JL, but also so international heroes and B listers have somewhere to hang out but also not get in the way of the big guns hanging out in the JL. But also, try to spin out a new team book idea whenever another dies out, if ANY author has an idea for one. Pass it as long as it sounds somewhat cool. Someone thinks Harley Quinn, Deadman, Killer Croc and The Creeper should form "the Troupe of Chaos" Pass it. "Infinity Inc" revival? Pass it. Mr Terrific, Will Magnus, T.O. Morrow, Doctor Sivana, Veronica Cale, and some other DC superscientists, villainous and not, form the "Super Science Symposium". Pass it. Team books are the bread and butter and soul of capeshit, and I am tired of pretending that Black Canary or the Metal Men can hold their own comic today.
Also, anthologies would have been a good idea 10+ years ago, but nowadays Digital can basically serve the same role.

It should be run by someone looking to transform it from an eleutheromania propaganda machine to a producer of actual literature.
Geoff Johns should run it. No question, the guy has had the most consistent quality at the company for the past 25 years. Most of his misses are because of Dan Didio's editorial faults.

Of the people working there now, Geoff probably would be the best choice. Still, I’d go with someone who isn’t in the company right now, who has a track record for tightening the screws in comic companies. Someone who’s kind of a hardass but effective.

1)Batman: A book about Batman.
2)Detective comics: A book about the batfamily members and the batfamily. Meaning, if a writer wants a story about the batfamily together, it goes there. If a writer wants a story about Nightwing, it goes there. It can have short arc and long arcs, with rapidly changing and returning creatives.
3)Superman book
4)Action Comics: Similar premise as detective comics with Clark's adjacent cast members, like other kryptonians, steel, etc.
5)Flash book: Similar premise as dc/ac, but with flash family members or the flash family together, depending on what each writer wants.
6)GL book: same as flash book, solo hal/alan/john/guy/etc stories, or green lantern corps stories
7)Wonder woman book: a book about wondie
8)Justice League book: Team book
9) Titans book: Team book, more soap opera focused than just superheroics, in an x-men vibe.
10)Brave and Bold: Short duo stories, focusing on character interactions.
11)DC Magic: like dc/ac/gl/etc, a book either with solo magic folks, or team of magic folks.
12)Harley Quinn: Don't like the b***h, but she sells, gotta be realistic about this
13)villains book: same shit as ,magic and others, small or big stories about villain character -or groups-, varied creative teams, changing with each story.
