I think Hank wanted to honor the wishes of the soldier (and army) by using the vet that he specified (Hank’s usually a boy scout like that) and only finally went to a normal vet when he realized he was being played like a fiddle (sometimes Hank is too trusting).

Hank is not one to betray American ideals by putting down a cat who belongs to "a soldier who risks his life for this very nation, who has entrusted my household with his cat, even though the cat is a furry bastard". Hank, if he wanted to, could have filed a complaint to the US Army (if that helps) against the vet for charging exorbitant prices over mere speculation of a "possibility of a tumor", but that's if the US Army cared about civilian complaints, or civilians. Furthermore, he doesn't want to risk getting sued by the soldier (if he returns) or the soldier's family. Also, Dale would try to charge Hank for the act (because business) and Hank would just threaten to kick his ass, and we all know how non-confrontational Dale can be, so the feral cretin remains unharmed.

And the Army/whatever the pet-watching service thing for the Armed Forces was should have reimbursed Hank back after the cat was given back, especially for medical procedures, or have a way for the billing be sent to the Army guy.

Hank/Army are to blame because there is no way in hell there wasn't some clause about who pays for pet care and it definitely wasn't going to all be on Hank.
