The Mayor was mostly a bad influence/dick while Hologram Guy was actively evil and convincing Flynn to be more selfish.

I don't get the hate for the second movie, sure it wasn't as good as first, but the wacky animation and designs of creatures were great.

They're both good but feel like the mayor is more thematic. He represents flints want to be recognize and how his ego becomes bloated and corrupted.
