Who was this literal time waste of a cartoon conceived, produced, animated and allowed to air on tv

It's almost uncanny how fricking bad Dexter became in later seasons, like modern Simpsons kind of bad.

        >Fred Fredburger
Wait a minute. That name seems familiar. Is he a character from Billy & Mandy who yells his name all the time and loves ice cream?

Yeah, and chocolate milk is from that annoying yellow guy from Foster Home.

What do you consider the difference between "dragging out a joke/time waster" and an actual gag that just happens to go on for long? Is the webm here acceptable or just as bad as Dexter?

It works when there's variety in what's being shown that enhances the joke. That I Am Weasel sketch takes it to such extremes, signifying and overdramatizing how long the wait is, in addition to being less than one minute. The sketch in OP's pic was around 2-3 minutes with the scene staying static until the very end. Dexter's dad doesn't show the same variety that Baboon or Weasel do, and Deedee and Dexter literally do not move at all.

There are a lot of things going on in that webm and the animation is constantly changing with visual gags
The last minute of that godawful dexter short is literally the same animation looped over and over

Apparently it was a parody of these cartoons.

Where a whole lot of nothing happened for a disappointing payoff.

Didn't someone a couple months ago make a long post detailing how almost every single one of these 'gags that either involve a repeating noise or silence that go on WAY too long' in almost every Cartoon Network show in the late 90s/early 00s was written by one dude?

      >All these """jokes""" were done by the same guy
Let me guess, it was Seth Macfarlane.

Nah, it was Chris Savino. That was his main gimmick in the late 90s and early 2000s. I remember the Flintstones Off the Rock special had an entire minute of Fred pulling on a bird just so it would scream (it functioned as a bell)

I never watched the Loud House or it’s spin-offs so I don’t know if they have that “gag” in the show.

As someone who watched the first two seasons of TLH as a kid, there was no episode where he spammed that gag.

Dexter was an a great cartoon then some buttholes fricked it up and trashed it
