Sounds like he could be a very interesting character but I see why most marvel writers don't do anything with him. He sounds too difficult to write without angering at least one of the many online mobs
He's pretty good in a Zoo deck or as a backup for Patriot in your standard Patriot-Ultron deck.
Imagine if Mr. Terrific also had Superman level powers but was still relegated to being a Z-lister despite being one of the bigger cosmic powerhouse heroes
