I'm stationed in Japan and the almost 7 years I've been here I've seen Tom and Jerry all over the place constantly........for some reason. No one cares about Looney Tunes out here besides Tweety. Their favorite Toy Story character is Lotso Hugging Bear, they keep Lilo and Stitch's Angel relevant by having almost more merch of her around, and arguably Pooh Bear dwarfs all of them in popularity. I don't get what the Japanese people see in these specific characters

It seems the craze in America is for unique standalone character designs tying into somrthing like Figment instead of purely cute characters like Duffy that create their own backlore
Someone needs to do a writeup one of these days on the differencing cultures and how one country goes crazy for one and entirely ignores the other because it’s interesting
Globally? Probably Tom and Jerry, the fact that they usually don't speak means it's always been relatively easy to dub their shorts to other languages.

Not to say they are bigger than Looney Tunes as a whole, but by themselves they are a franchise, whereas Bugs is more of a mascot that appears in just some of the LT cartoons.

The whole "What's up doc?" line and snarky attitude just cements the character better. I watched a bunch of Tom & Jerry as well, and I don't think there is really any one interaction with them which stands out the most.
That said, it's largely going to depend on what people are exposed to. Both are pretty great, and I had both on TV when I was growing up. I could easily see opinions swing a lot based on if Space Jam was big when they were growing up, or just what was more commonly available. I don't know if Tom & Jerry has really seen anything good lately, while Bugs Bunny at least had the Looney Tunes show back in the 2010s.
