Nah, Shaggy has always been as much of the protagonist as Scooby is. They're a duo. Scooby's name may be on the title, but every episode is about the two of them wandering off together and running away from the monster of the week, together. They're a team. They play off each other.

Considering how many other ideas from this series they brought back for a spin I'm still surprised they didn't try to make this a series by now.
