They do come around from time to time, but I'd imagine it's hard to get western funding for a cartoon that features "big breasts and asses bouncing around" as one of the main selling points, both because of the lingering cartoons are for kids mindset, and because I'd imagine there's an even more prevalent "what adult gets turned on by drawings" mindset.
Some adult animation that wouldn't qualify as ecchi does get away with some intentionally titillating scenes, like Family Guy will sometimes have sexy scenes with Lois.
