Even if it wasn't seen as inherently evil, hypnosis is OP unless you put restrictions on it. Someone withholding the truth? Hypnotize him to reveal what he knows. Common criminal encounter? Hypnotize him to turn himself in. Someone being evil? Hypnotize him to stop being evil.
I think it'd be more interesting to see a hypnotist grapple with his inner conflict from trying to take down someone immune to his power, so he has to "use" other people. Something like a more grounded Code Geass.

Heroes using hypnotism was a thing back in the '30s thanks to a fascination with mysticism and the relatively new concept of psychoanalysis. At the time people didn't really have a clear concept of what the real limits of mentalism were, so it was easier to justify the superpowers of characters like Mandrake and the Shadow.
To be fair, iirc Mandrake only made people see stuff not really there, mind control was not something he did.
