That's not even the lowest you need to hire actors that are semi-famous. Journey's End (ww1 kino with Asa Butterfield) had a budget of like £300k or something.
Ignoring gear costs (which have come down so dramatically), you can break it down easily >actors: $80/day - 5 actors - average of 6 days each - $2400 >locations: $20/hour - 6 hours a day - 10 days - $1200 (can get cheaper than this depending on where you live too) >an assistant: $80/day - 10 days - $800 >costumes and props - $300 >Total cost: $4700
That's just a rough estimate. You can easily lower that. Or increase it.

Basically you have to do everything yourself. Especially considering technology improvements in the past 30 years. Before you can make a $200m film, you make a $20m, 2m, $200k, 20k, 2k budget film. If its good (almost never) you get a bigger budget from a studio, rinse and repeat. Nobody is going to give a literal child a big studio budget
