His only down sides is he can't fly, isn't as fast, and takes some time to charge up compared to the eye lasers.
Homelander is still the biggest threat with how close he is to the edge but Soldier Boy has more power in him. Not to mention his ability to render any supe, the only thing that can stop either of them, completely powerless.

I think the point is that Soldier Boy can be negotiated with and be relatively reasonable. Homelander is just a sociopath. Most supes are average shitheads with powers, which is bad but not quite as existentially horrifying as Homelander.

It's not that he did nothing wrong, it's the fact that he is way less bad than Homelander. There is no scenario where they should have prioritized him over Homelander, who is a far more immediate danger to everyone in the world.
It's not even just Homelander. He's better than Deep. He's better than A-Train. He's better than Translucent. He's better than pretty much every other supe. He's not going around hurting innocents intentionally, or laughing at unintentional killings.
