The adaptation itself doesn't fit Fujimoto's vision, it's way too clean and desaturated. Also the insane level of animation means they could only do 12 episodes so the show is a non-starter, the story doesn't really get good until later.
Classically what is feminine is done to. Female characters tend to be feminine and so things are done to them, they do not do things. Even when a female character is horrifyingly powerful, that power is always used reactionarily. Female characters do not enact change, they are changed. This does not mean they are bad characters but are used in a certain way, same with masculine characters.
You can break that trope but it will often feel awkward and generally be received poorly. You are better off keeping your female character feminine but if you want her to be intimidating or conniving, write the story in such a way that allows for that.
Women are natural followers due to their higher trait agreeableness. It's rare for them to be the leaders of anything, but there are quite a number of examples.
Personally, I think anytime a man is convicted of a violent crime, any woman who's ever slept with him should be convicted, too. It's very strange how society will let women get away with literally reproducing criminals. Imagine if police went around defusing bombs but refused to arrest the bomb-maker because they have a vegana and that means they're above the law.
