This seems like he's incompetent and not honor bound, but really it shows that he's willing to do anything to ensure he always wins. Giving your enemies a chance is for suckers. It's actually painted the ideal authority psychology for the Bene Gesserit.
When he duel's Paul, it's the same thing; poisoned blades. So Paul is fighting for a killing blow, but Feyd is fighting just to hit flesh. When he hit's Paul, he thinks he's won. But because Paul is genetically superior, and has the power of the Kwisatz Haderach, he can control his internal organs to process poison without harming himself. So he's able to beat Feyd in the end. The victory is genetic; it's based on Paul's genuine biological superiority. They changed this in the movie so that Paul has a moral and intellectual victory. It's a lot weaker IMO.

Theoretically Houses could fight within a solar system with space ships but those ships would have to be carried there by a Guild heighliner and they simply wouldn't do it because it's too economically destructive to be good long term business.
So yes, people just do not fight in space. It's entirely controlled by the same faction of dudes (whose only vulnerability is constant spice supplies)
