Because licensing, they almost certainly had to in order to use the Fallout intellectual property. That said the Fallout IV power armor designs are just fine, but that fricking assault rifle model is a fricking abomination.
Because it looks like an autist tard raged a vickers gun off of its mounting and tried to re-assemble it as an assault rifle. It just looks downright stupid when normal non-power armored human beings use it as a rifle. Fallout 3 and New Vegas both used more sensible models for assault rifles but the devs decided they wanted something that looked more "retro-futuristic" and went about it in the most moronic way.
Initially the assault rifle was supposed to be a machine gun, it's even called that way in game files and there's a ".50 cal" on the suppressor mod. No idea why they changed it to a 5.56 rifle
Fallout 1 had a few real guns too. But yeah, it really should be a hodge-podge of real, with heavy on fake. Like 70fake/30real.
it also references mad max and has weapons from all era. While the architecture is gothic art deco with some tech that is borderline digital, far cry from pure kinescope/magnetic tape reel
this jetsons 50s retro futurism of F4 is a later retcon and stylistically much weaker
Fo4 butchered the art design and tone of Fallout irreparably. Fo3 still kept most of the gothic tone due to Adamowick being a 10/10 visionary. He died in Fo4 preprod and thus we got an entirely new art direction then on which basically flanderized the setting in a way that you can’t really come back from. Everything is so exaggeratedly Leave it To Beaver and clunky now. After Starfield i’m convinced Beth has always been full of total hacks on every level with a few standout devs who have lightning in a bottle moments.

I still look through Adamowicz concepts page sometimes, his stuff is so good
its very obviously taken from a famous WW1 trench heavy machine gun that had random pieces of "gun" stuck to it. Its power armor FFS, put some plasma rifles on it if you can afford to run it

In the OG fallout games power armor made you a fricking beast but in fallout 3/New Vegas the power armor is tiny and pussy shit because Bethesdas engine was basically just reskinned Deadric armor from Oblivion.
They recreated the two ugliest Beth designs in exacting detail. T60 is literally overdesigned T45 and that assault rifle looks like complete moronic ass. And why is the Brotherhood even here god Fallout has so much potential
