    I had to think long and hard on that question. I'd say in the 00 era there was a good time to implement her. New 52, woke policies had not seep in entirely yet, etc. after that DC relies on batfamily and big name villains far too much. Further, their writing pool shrunk considerably to skeevy egomaniacs that are in it to try and break out of comics and fat man-children who know subsist for Con Pussy.

    Normally that's fine but that means that characters that aren't popular never get popular and the characters that are popular get done to death. I look at the suicide squad which was probably the biggest push of new characters outside the big three DC has done and I can't tell if it was heavy executive buy in or DC being reactionary to it's success.

    So I think the answer is that there was never anyone obsessed with Orca working at DC able to push her enough, not enough market synergy with other characters, and just not getting lucky in getting picked when they decide to go out of their zone of established money making characters. As WB is under Zaslav who is intent on shrinking and cutting the company it doesn't look like any character is going to suddenly become popular right now.

      All that is true but also that the real money & attention is in other media. Not the comics. The Suicide Squad is milked as it is because of the movies. Whether they were initial successes or not, there's a small audience for it that tells DC to keep pushing out more for it. Even if the comics still don't make money. Orca would need to get the same treatment as King Shark to get into people's minds & that's the last thing you want.

        What's crazy to me is how wildly inconsistent he has been in both appearance and personality, despite appearing in more stuff across comics, shows, movies, and games than ever. I don't know if he's a pet character or actually popular, but it feels like they just sell him as "shark guy" rather than being the character of "King Shark." It does kind of feel like a monkey's paw if you like the character.

          Basically they want King Shark to be their edgy Groot. Very blatant in the second movie that's what they're going for. Meanwhile the Harley Quinn show... I don't know what they going for there. The fat gay best friend? While his SSKTJL version is basically trying to be Drax instead. They don't know what to do with him & I don't think he's anywhere near as popular as Groot like they want him to be.
