He knows the hobbits are homebodies so he acts as a means of rousing them from their comforts to go on an adventure. Bilbo and Frodo were each in their 50s when they went on their adventures, so they were far wiser than the average man adventurer and that was one of their advantages

I guess people are so moronic they need this explained now, but it's because even though the 'big folk' are physically strong, they are morally weak and corruptible. Making hobbits the protagonist as well as the physical ring-bearer shows that strength, fortitude, and courage need not come from physical power. As a wizard, Gandalf is able to recognize this where few others can.
